Exemption from fines for non-registration of real estate dispositions and non-payment of the prescribed fees at the Dubai Land Department

We have always seen changes made in the Dubai Real Estate Law which had attracted buyers and investors from all over the world to take interest in buying property in Dubai. The Dubai State Government has designed and implemented Dubai property laws for real estate buyers and investors across the world which address many legal issues related to selling, buying and owning Dubai property.

Sale and purchase of property was streamlined through the Dubai Executive Council Decision No. 30/2013 on Endorsement of Fees Pertaining to the Land Department. In this, Article 2 stipulates registration of Disposition of any property, with Dubai Land Department by paying the prescribed registration fee. Article 6 of the regulation outlines that the fines to be imposed on the person who tries to evade the registration fee, equal to double the prescribed registration fee.

On 4th September 2019, H.H Sheikh Mohammed Bin Rashid Al Maktoum, Ruler of Dubai, issued Decree no. 27 of 2019 on the Reduction and Exemption from some Fees and Fines in the Emirate of Dubai , wherein Article 4 stipulates that any person who does not register the real estate dispositions at the Land Department and does not pay the prescribed fees as stipulated in Article 2 of the Dubai Executive Council Decision No. 30/2013 shall be exempted from fines in case he proceeds for registration and payment of fees within the deadlines determined in Table (3) of the Decree no. 27 of 2019. The period prescribed in the decree for registration and payment of fee is one year from the enforcement of Decree. 

The deadlines and percentage of exemption from fines in case of non-registration of real estate dispositions at the Land Department and non-payment of the fees prescribed therefor are as under:
